Overview of the Markham Private Plumbing Protection Program

The Markham Flood Control Program was developed to minimize the risk of flooding in basements and improve the efficiency of the city’s drainage systems. To this end, this program encourages residential property owners to safeguard their own plumbing systems through the installation of relevant fixtures. To further support homeowners in Markham, the City Council approved the Private Plumbing Protection Rebate Program in April 2018.

The following plumbing projects qualify for the Markham Private Plumbing Protection Program:

Eligibility Requirements

Here’s a list of the eligibility criteria for the Markham Plumbing Protection Rebate:

  • Your property must be in an area at risk for floods.

  • Your property should have no violations, work orders, or unresolved municipal issues attached to it.

  • There should be no outstanding municipal fines, tax payments, or fees attached to your property.

  • You need to obtain approval from the Environmental Services Department.

  • Your property’s downspouts must be disconnected from the city’s sewer system.

  • You will need to obtain and provide building permits and other necessary documentation.

  • Your new installation must adhere to the Building Code Act, 1992, S.O. 1992, c. 23, and the Ontario Building Code O. Reg. 332/12 (as amended or successor regulations).

  • You will need to sign a release form in favour of the city.

  • The installation work must be separate from any other tasks needed to comply with Ontario Building Code standards.

 

The Application Process for New Installations

  • You will first consult with a qualified contractor, to determine the work to be done.

  • You must then complete and submit the Technical Review Application Form via the program email.

  • Once you receive the initial approval, you will be required to hire a licensed plumber. Your plumber will inspect the laterals and submit their report to the city for evaluation.

  • The city will then either issue a Technical Review Approval form or request changes in the work plan.

  • Through the city's portal, you can then submit your building permit application and upload both the Technical Review Application and Technical Review Approval Forms.

  • Once the Building Department issues the permit, you can proceed with the installation by hiring a licensed contractor.

  • Following the completion of the work, the Building Department will conduct an inspection.

  • You can then submit the Rebate Application Form along with the invoices to the Environmental Services Department. After approval, the city will issue a rebate cheque.

 

The Application Process for Retroactive Installations

  • After the completion of your installation project, you must verify the eligible rebate amount and submit your rebate application.

  • A city consultant will then inspect the completed work and suggest further measures that you may need to take.

  • The city will then process and issue your rebate.
